Who assigns a DOI? Is it the creator of the digital object, or an outside organization?

Katrina: A transplant in Pittsburgh, a prolific knitter, and compulsive reader. May break into science news or book reviews. Resents the lack of google-ability of her name due to a nasty Hurricane. Has no ability to look nice in photographs.
